Supreme Court Green Crackers Delhi NCR Allowing the bursting of green crackers in Delhi between October 20 and 21, the Supreme Court today ruled that crackers illegally imported from outside Delhi-NCR during Diwali cause more harm than green crackers.

The court said in its ruling, “We have to strike a balance between the interests of the industry and the health of the public, especially the elderly, the sick, and young children, who are most affected by pollution. Unfortunately, this problem arises due to its widespread use by the general public without understanding its negative effects.”

“If there is a child in us, the learned Solicitor General made a strong case for allowing the ban on firecrackers to be lifted. However, we oppose and press this plea. However, the industry has expressed concern, and a bench of Chief Justice of India BR Gavai and Justice K Vinod Chandran said that the ban has not actually stopped the bursting of firecrackers, especially during festivals when traditional firecrackers are smuggled in and have a more harmful effect than the green firecrackers currently in use.

Green crackers are considered low-emission firecrackers because they use fewer raw materials and dust suppressants. However, according to experts, they continue to emit hazardous chemicals and ultrafine particles. The court declared this a “temporary measure” and banned the use of firecrackers outside the National Capital Region (NCR). During this period, pollution control organizations were directed to monitor the air quality index of the area and submit a report.

The bench took note of the industry’s concerns and recommendations made by Solicitor General Tushar Mehta and amicus curiae Aparajita Singh. The court further stated that if green crackers are found to be fraudulent, the manufacturer’s license will be revoked. The court stated that the firecrackers are to be burst between October 18 and October 21.

Monitoring Air Quality During Diwali 2025

The ban on firecrackers in Delhi-NCR has sparked controversy. In past years, after Diwali, Delhi’s air quality has reached the “hazardous” category, leading some to call for a complete ban on firecrackers. However, firecrackers have been smuggled into Delhi from outside the NCR, making enforcement of the ban difficult. Despite the ban, residents of the National Capital Region have complained about the frequent bursting of firecrackers in residential areas during Diwali. Firecracker owners argue that depriving people of the opportunity to celebrate Diwali by bursting firecrackers is unfair, as air quality in the National Capital Region depends on many factors.
